소액결제는 편리함과 위험이 공존하는 결제수단입니다. 소비자는 간편하게 디지털 콘텐츠·서비스를 구매할 수 있지만, 과다결제·무단결제·청소년의 무분별한 사용과 같은 문제가 발생할 수 있습니다. 따라서 사업자와 플랫폼은 명확한 절차와 투명한 고지, 사전동의 기반의 결제 승인 체계 등을 갖춘 소액결제 정책을 마련해야 합니다.
우선 정책에는 결제 한도와 인증 방식, 거래 내역 확인 방법, 환불 및 취소 절차를 명시해야 합니다. 예컨대 일일·월간 한도 설정, 결제 시 2차 인증 또는 PIN 입력 의무화, 결제 알림 메시지 전송 등은 소비자 피해를 줄이는 데 효과적입니다. 특히 청소년 보호를 위해 부모 동의 절차와 연령 확인 시스템을 강화하고, 미성년자 관련 결제는 별도의 검증을 거치도록 권장됩니다.

마지막으로, 소비자 교육과 투명한 고지는 필수입니다. 결제 단계에서 요금 부과 조건을 명확히 알리고, 약관은 평이한 언어로 제공해야 합니다. 사업자는 이용자 신뢰를 유지하기 위해 위기 대응 매뉴얼과 개인정보 보호 방안을 함께 공개해야 하며, 이를 통해 안정적이고 책임 있는 소액결제 환경을 구축할 수 있습니다.
